Four years in, many businesses still lack confidence and loans are hard to get. Hearty raises are rare. But employment is picking up, slowly. Consumers are spending more, yet cautiously. Valley home values aren't dropping anymore, but they aren't rising much, either.

Four years in, and it's election season again, with politicians targeting the struggling economy.

Contrary to partisan rhetoric, the economic challenges aren't simple or clear-cut. Wages of middle-class families essentially have been stagnant for years. Global competition has brought fundamental shifts to the American job market. The old high-wage manufacturing jobs aren't coming back. Limited population growth in metro Phoenix and about 60,000 empty houses make it clear the days of rapid-fire construction are in the past or the distant future. Stratospheric home prices and generous home-equity loans no longer exist to mask the shortfall in wages.

On the eve of the state's second century, Arizonans are searching for the tools to build the next wave of prosperity. Jobs are returning, but good jobs -- with higher wages, benefits and growth opportunities -- are the goal. A growing number of Arizonans, as well as economic experts, believe education and training are vital to create the job opportunities for workers to achieve a middle-class life. Of course, seizing on new technology and global trends -- with the old pioneer Arizona spirit -- matter, too.
